Fortaprime SRL and the casinos whose code names it

Fortaprime SRL is a company registered in Costa Rica under number 3-102-891738. SpinDog’s live code names that number as the site’s owner and operator, with Stonks Limited of Cyprus acting as agent on behalf of Fortaprime SRL, in a sentence set to show only to one group of players.

The own code of Harry Casino, Bilucky, SupraPlay, Lucky Max, TeaSpins, AmonBet and Hidden Jack names the same company number, and none of them names a licence or a licensing regulator.

Regulator record

The Kansspelautoriteit (Ksa), the Dutch gambling regulator, fined Fortaprime SRL €1,795,000 on 24 February 2026 for offering games of chance to Dutch players without a licence through eight websites. SpinDog is not one of them.

Offering the games without a licence was the offence. The terms and practices below raised the fine as aggravating factors, and the decision makes no finding about any other country.

The examined websites, spindog.com not among them

All eight examinations took place in 2024, before the first casino-era copies of spindog.com in the Internet Archive (late September 2025). The first website examined named Fortaprime as provider in chapter 1 of its terms and on its homepage, and the investigation showed the same company behind the other seven. AmonBet’s own live code now names Fortaprime SRL as owner of Amonbet.com too.

  1. 9 July 2024A Ksa supervisor, on a Dutch internet address, registers with Dutch details at the first website examined, deposits in Bitcoin and plays a slot.
  2. 5 September, 5, 11 and 12 November 2024Rechecks of that website find play from the Netherlands still possible.
  3. 14 and 18 November 2024Supervisors register, deposit and play at the sites the decision lists as de websites supraplay.com, amonbet.com, bilucky.com, gxspins.com, kaasino.com, hiddenjack.com, and on 14 November use an existing account at de website luckymax7.com.
  4. 19 December 2024An order subject to penalty tells Fortaprime to stop offering unlicensed games of chance.
  5. 16 October 2025The Ksa demands Fortaprime’s revenue figures, and Fortaprime does not comply.
  6. 30 October and 5 November 2025The Ksa’s report is completed and sent to Fortaprime, which makes no response on the substance.
  7. February and March 2026The fine decision is signed, sent on 27 February and published on 10 March 2026. No objection was lodged, and the decision is final.

On every site, according to the decision, no technical measures had been taken to stop players in the Netherlands reaching the games, and age was not visibly verified before registration was complete.

The decision’s calculation

  1. The estimate of €14,864,000 is multiplied by 20 to give a turnover figure of €297,280,000.
  2. The basic fine for a turnover of €15 million or more is 4%. Aggravating factors add 5 percentage points: 2 for aiming at minors or other vulnerable groups (counted twice, at one point each) and 0.5 each for inactivity costs, the way deposits could be made, autoplay, missing age checks, app access and unfair terms.
  3. 9% of €297,280,000 is €26,755,200.
  4. The law caps a fine at 10% of turnover. The Ksa put Fortaprime’s worldwide 2024 gross gaming revenue at €17,956,000, of which 10% is €1,795,600, cut the fine to that ceiling and, all things considered, set it at €1,795,000.

At the first website examined, the weekly and monthly maximum payouts depended on the amount deposited (article 11.6), so players could not freely dispose of their balance. SpinDog’s fixed caps differ, though they still spread a large win over weeks. Under Dutch rules, crypto deposits were impermissible payment methods.
